The New York Agricultural Education Leadership Council will be the leadership organization for shaping and strengthening agricultural education at all levels in New York.

ARTICLE I: NAME AND PURPOSE

SECTION 1
The organization shall be known as the New York Agriculture Education Leadership Council (NYAELC).

SECTION 2
The Council represents the commitment of the institutions with substantial interest in agricultural education to manage their separate and collaborative programs and resources in a coordinated manner to achieve common objectives. These include deepening public understanding of the agricultural and food industry, increasing the effectiveness and accountability of agricultural education programs, and addressing industry workforce needs ranging from attracting young people to and preparing them for agricultural careers to providing in-service training for those already working in the industry. The Council attends to strategic and policy issues needing analysis, deliberation, and decision making among and by leaders of the member institutions.
These include:
  • deepening public understanding of the agricultural and food industry
  • increasing the effectiveness and accountability of agricultural education programs
  • addressing industry workforce needs ranging from attracting young people to and preparing them for agricultural careers
  • providing in-service training for agricultural workers already in the industry

ARTICLE II: MEMBERSHIP

SECTION 1
Voting members of the New York Agriculture Education Leadership Council shall consist of the following:
  • Commissioner of Agriculture and Markets
  • Commissioner of Education
  • Chair, NYS Senate Agriculture Committee
  • Chair, NYS Assembly Agriculture Committee
  • Chair, Council of Agricultural Organizations
  • Dean, College of Agriculture and Life Sciences, Cornell University
  • President, Alfred State College
  • President, SUNY Cobleskill
  • President, Morrisville State College
  • President, SUNY Oswego
  • President, SUNY Delhi
  • President, New York Farm Bureau
  • President, New York Association of Agriculture Educators
  • Director, Cornell Cooperative Extension
  • Chair, NY Association of FFA Governing Board
  • Chairperson, New York FFA Leadership Training Foundation, Inc.
  • Director, New York Farm Viability Institute
SECTION 2
Additional institutions and/or agencies not currently members of the Council may be added by a majority vote of the members attending the meeting in which the motion is made.

SECTION 3
Members shall have the authority to establish and define non-voting categories of membership.

SECTION 4
Non-voting members of the New York Agricultural Education Leadership Council shall consist of the following:
  • New York Agricultural Education Outreach
  • New York Agricultural Tech Prep

Article III: MEETINGS OF THE MEMBERS

SECTION 1
The Council will hold an annual meeting each fall to review progress and to establish priorities for the coming year.

SECTION 2
Special meetings may be called and scheduled by a majority of voting members.

SECTION 3
Notice of each meeting shall be given to each member prior to a scheduled meeting. All members and affiliated organizations are encouraged to bring student representatives to each meeting.

SECTION 4
Meetings will be conducted using Roberts Rules of Order.

SECTION 5
A quorum shall consist of the voting members present.

Article IV: OFFICERS

SECTION 1
The Council Chairperson will be elected to a two-year term by a majority vote of the Council at the spring meeting. The Chair shall establish the meeting agenda in collaboration with members.

SECTION 2
The Council Executive Director, authorized to send and receive correspondence on behalf of the Council, shall be appointed by a majority vote of the Council. The Executive Director shall be responsible for keeping records of the Council’s actions; for taking and distributing minutes of the meetings; and for sending meeting announcements and agendas to Council members.

SECTION 3
The Council archives will be maintained by the Department of Education at Cornell University.

Article V: COMMITTEES/TASK FORCES

SECTION 1
The Council will not establish Standing Committees.

SECTION 2
Ad hoc task forces and committees will be created to address specific policy or strategic issues identified by the Council. Reports will be presented at regular Council meetings.

Article VI: AMENDMENTS

SECTION 1
These Bylaws may be amended when necessary by majority of those voting members in attendance at a scheduled meeting.

SECTION 2
Such amendments become effective immediately.
